ANTI-PLAGIARISM POLICY
The RSUTS Publisher, editorships of all journals published (Service and Tourism: Current Challenges, Service in Russia and Abroad, Service Plus, Universities for Tourism and Service Association Bulletin) shall implement the Anti-Plagiarism Policy in order to create the conditions to enhance cooperation between representatives of the scientific community when preparing high-quality scientific publications and to encourage authors to comply with the norms of publication ethics, avoid duplicate publications/self-plagiarism (when authors submit the same data in several publications), plagiarism, provision of inaccurate data, concealment of conflicts of interest, that may have influenced the interpretation of the data or recommendations for their use. The RSUTS Publisher shall be guided by the following policy.
1. General Provisions
The regulatory and legal framework of the Russian Federation in copyright and intellectual property protection, internationally recognized principles of counteracting scientific academic plagiarism is the legal basis for recommendations on countering academic plagiarism and its detection in scientific works (hereinafter referred to as the Recommendations). The following terms are used in the Recommendations:
- Plagiarism - disclosure (publication), wholly or partially, of someone else's work under the name not belonging to the author of this work;
- Academic Plagiarism - disclosure (partially or wholly) of scientific (artistic) results received by other persons as the results of their own research (art) and/or reproduction of the published texts (illustrations, data etc.) of other authors without attribution;
- Scientific Result - new scientific knowledge received in the course of fundamental or applied scientific research and recorded on the medium. A scientific result may be presented as a report, published scientific article, scientific report, scientific information on the scientific and research work, monographic research, scientific discovery, regulatory legal act, regulatory document, or scientific and methodological documents, requiring performance of respective scientific research or containing scientific content;
- Scientific and technical information - any information and/or data on domestic and foreign achievements of science, technology, and production, received in the course of scientific-research, experimental design, design and technological, production and social activities, which may be stored on the material medium or reflected in electronic form.
2. Types of academic plagiarism in scientific works
Academic plagiarism in the text of a scientific work (full text of a scientific work with illustration, tables, comments, notes, bibliography, list of sources and all annexes to the principal text etc.) includes the following:
2.1. Reproduction of the text of another author (other authors), in volume from a sentence or more, without reference to the author (authors) of the reproduced text in the text of a scientific work without amendments, with insignificant amendments, or as translation;
2.2. Reproduction of another author (other authors) text through its rephrasing or unrestricted translation without reference to the author(s) of the reproduced text in the text of a scientific work, wholly or partially;
2.3. Reproductions of the citations from third party sources published in another source without their reference in the text of a scientific work;
2.4. Reproduction of the scientific and technical information (except for public) published in another source without citing the source in the text of a scientific work;
2.5. Reproduction of the previously disclosed works of art without reference to their authors in the text of a scientific work.
3. Recommendations on countering the academic plagiarism in scientific works
3.1. Any text fragment with volume from a sentence and more, expressed in the scientific work without amendments, with insignificant amendments or as translation from another source, shall have a reference to the source. Exceptions are allowed for standard text clichés without authorship and/or being commonly used.
3.2. If rephrasing or unrestricted translation in the text of a scientific work of another author(s) occupies more than a paragraph, references (bibliographic and/or textual) to the respective text and/or its author(s) shall be included at least once in each paragraph of the scientific work, besides the paragraphs completely consisting of the formulas, as well as numbered and marked lists (in the latter case it is allowed to place one reference in the indication to the listing before the list or at the end of the list).
3.3. If a citation from a certain source is stated according to the original, the text of a scientific work shall include the references to the original. If a citation is stated not according to the original, the text of a scientific work shall include the references to the direct source of citation (“cited by...”).
3.4. Any scientific and technical information presented in the text of a scientific work should include an explicit reference to the source it came from. Exceptions are allowed only for commonly known information recognized by all the community of the respective field specialists. When using a text of the regulatory act in a scientific work, it is sufficient to state its name, date of approval and, if any, date of recent amendments or new revision specifying such information in the text of a scientific work or in the subpage footnotes (preferred way for scientific article).
3.5. Any published illustrations, photos, figures, work of arts reproduced in the text of a scientific work shall indicate the authors (individual or collective, if they are known) and name of such works (if they are known). If it is impossible to identify an author, name and/or executors of the work, it is necessary to specify the source of the reproduced work.
4. Recommendations on detecting the academic plagiarism in scientific works
4.1. In order to establish the types of academic plagiarism specified in Clause 2.1 of these Recommendations, it is sufficient to state simultaneous presence of the following criteria:
a) the text of another author (other authors) has identical or almost identical text fragment with the volume of more than a sentence as in the evaluated scientific work (except for standard text clichés without authorship and/or being commonly used);
b) this text belonging to another author (other authors) was created earlier than the evaluated scientific work (or another text of the author of the evaluated scientific work with the same sentence or group of sentences);
c) the author of the evaluated scientific work does not refer to this text of another author (other authors) or refer somewhere (on the list of literature, in other part of its work) so that it is unclear what a sentence (group of sentences) of the scientific work is referred to.
4.2. In order to establish the types of academic plagiarism specified in Clause 2.2 of these Recommendations, it is sufficient to state simultaneous presence of the following criteria:
a) the evaluated scientific work includes reproduction (wholly or partially) of the text of another author (other authors) through its rephrasing or unrestricted translation with the volume not more than a sentence without reference to the author(s) of the reproduced text, or with the volume over a paragraph without a bibliographic and/or textual reference to the author(s) of the reproduced text at least once in each paragraph (besides the paragraphs completely consisting of formulas, as well as numbered and marked lists);
b) this text belonging to another author (other authors) was created earlier than the evaluated scientific work (or other text of the author of the evaluated scientific work identical in the content).
4.3. In order to establish the types of academic plagiarism specified in Clause 2.3 of these Recommendations, it is sufficient to state simultaneous presence of the following criteria:
a) the evaluated scientific work contains five or more citations from the third-party source in the exact or almost exact volume as they are presented in the other source without reference to this source as the source for borrowing the respective citations;
b) this other source was created earlier than the evaluated scientific work (or another text of the author of the evaluated scientific work with the same citations);
c) the author does not refer to this other source or refer somewhere (on the list of literature, in other part of its work) so that it is unclear what source for the citations from the third-party sources applied by the author was used.
4.4. In order to establish the types of academic plagiarism specified in Clause 2.4 of these Recommendations, it is sufficient to state simultaneous presence of the following criteria:
a) the other source discloses the same scientific and technical information (except for commonly known) which is presented in the evaluated scientific work;
b) this other source was created earlier than the evaluated scientific work (or another text of the work's author containing the same scientific and technical information);
c) the author does not refer to this other source or refer somewhere (on the list of literature, in other part of its work) so that it is unclear from the citation what exactly scientific and technical information used in the work (except for commonly known) the author borrows from this source.
4.5. In order to establish the types of academic plagiarism specified in Clause 2.5 of these Recommendations, it is sufficient to state simultaneous presence of the following criteria:
a) the evaluated scientific work contains the previously disclosed works of art;
b) the authors (and/or names, executors, source) of these works of art are unknown;
c) the evaluated scientific work does not state the authors (and/or names, executors, source) of these works of art.
5. Final Clauses
5.1. In case the plagiarism was detected through any possible means (application of the author, organization, other interested persons whose intellectual and copyright have been violated, or who detected the academic plagiarism in the materials previously published in the journal), the Editorship of the Journal and the Founder shall create the Committee for a thorough investigation of the facts proving the academic plagiarism.
5.2. The Editorship of the Journal and the Committee established for investigation of the academic plagiarism using available communication means shall contact the author(s) of the material being subject to claims on the academic plagiarism to receive his (their) explanations on the submitted evidence and facts, reasoning for borrowings presented in the published materials or admission of the fact of improper borrowing(s).
5.3. If published materials contain the academic plagiarism according to the results of the Committee's work, the procedure of retraction (recall) of the material previously published in the journal or its part shall be launched in accordance with the Article Retraction Policy, approved by the RSUTS Publisher.
5.4. The Editorship shall reserve the right to make an independent decision regarding further cooperation with the authors whose works (manuscripts presented for publication or in the previously published and retracted materials) contained the academic plagiarism, in a form of a complete refusal to cooperate, refusal to cooperate for a definite time, commissioning of an additional expertise of other author's articles in case of a repeated cooperation, as well as of his (their) other materials previously published in the journal (if any).
5.5. It is compulsory to read the provisions of the Anti-Plagiarism Policy for the Journal's Editorship cooperation with authors, editorial board, editorial staff, experts-reviewers, and other persons interested in cooperation.
5.6. Continued enhancement of quality of scientific publications published by RSUTS Publisher is one of the principal priorities thus the Editorship intends to keep developing comprehensive cooperation on the issues of countering academic plagiarism with the authorized bodies, professional community of scientific editors and publishers, journal editorships, authors, and all interested parties.
